Position Description

The Senior Operations Manager is responsible for planning, controlling, and managing the Operations organization within his specified geographical area(s). The SOM will set operational objectives and manage groups of technicians either directly or through appropriate subordinate supervision, and may manage multiple markets as required, with a span of control ranging from 6 to 28 personnel. Responsible to insure proper staffing, systems, and resources exist and are maintained to provide continuous network expansion with requisite quality. Provides leadership in interfacing with internal and external organizations to achieve company and market objectives and interfaces with Senior Management. Drives organization to meet or exceed goals through a combination of tactical and managerial initiatives.
Provides critical decision making in terms of network operations and business management. Errors in decision making process will result in critical delays in schedules and operations.

Key Responsibilities:
AreaCore Responsibility
Network PerformanceInsures proper personnel, resources, and processes are in place to achieve network availability of 99.99% or better.
Insure and participate in a 24×7 network maintenance
Lead teams to resolve network outages (Site and FSP) under 4 hours
Lead teams to resolve all weak links prior to a service impacting event
Provide feedback on national engineering and operations standards to improve network reliability at or above 99.999%
Workforce ManagementMaintains proper staffing through performance management and hiring processes
Improve workforce efficiencies through the implementation of automation, training, and best in class operational policies and procedures
Reviews workload requirements and forecasts temporary overload requirements. Arranges for manpower to address.
Insures proper training and technical capabilities are developed and integrated to the workforce to meet needs of business.
Customer Relations and Sales SupportParticipates actively in all customer activities, including meetings, conference calls, growth planning, and issue resolution
Teams in a leadership role with Sales to drive new opportunities.
Provides a key point of escalation for customer network and operational issues.
Network GrowthInsures programmatic planning of significant network additions or modifications.
Provides tracking mechanisms to communicate pitfalls or issues that would delay or impact network growth.
Assures that network growth on live and/or customer impacting elements is done properly through the use of MOPs and scheduling in accord with company procedures.
Financial and Cost ManagementParticipates in project financial planning as related to operational aspects.
Drives markets to achieve positive EBITDA
Manage field operations SG&A to achieve or exceed targets
Partner with Deployment and Sales organization to meet or exceed customer T-1 FOC dates to ensure revenue is in alignment with expenses

Provides strong leadership and mentoring to the market(s) that are managed

Provides strong leadership and direction for the market(s) that are under the SOM control
Motivate, direct, and mentor employees to provide high performance service delivery and teamwork
Manage contracts of third party vendors for network upgrades and collocation projects
Implements policy or organizational changes within local market(s).
Determines headcount, skill sets, and other resources required to accomplish the goals of the local market(s)
Identifies and proposes alternative solutions to Operations Director regarding obstacles, resources, and other operating issues


Minimum Requirements:

Experience:

7 years of leading/managing field operations teams within a telecom environment, preferably a wireless , LEC, CLEC, or LD carrier.
4 years direct experience in mid-management planning and controlling
6 years of experience in the actual installation, problem diagnosis and maintenance of telecommunications equipment, or first level supervision of:
oPoint-to-point and point-to-multipoint microwave networks
oFiber optic networks and technologies: SONET, DWDM equipment
oPower and environmental control systems
oNetwork surveillance and telemetry systems
oT-1 data systems
Must have strong knowledge applicable federal and state regulations, safety compliance, including that related to tower and RF safety.


Skills:

Extremely strong team leadership, self-starter, and time management skills
Must be capable of providing strong customer relations: good presentation skills, able to support new sales, provide implementation status and deliver operational reviews
Ability to foster and manage cooperative team efforts across a wide range of levels and functions
Strong critical thinking and problem solving skills
Must have very strong personal computer skills and advanced knowledge of Microsoft Office products (Excel, Word, PowerPoint, MSProject and Outlook)

Education:

BA/BS degree or equivalent required – Advanced technical or business degree preferred
